The area has only been designated a national park for the last five years, and it's not clear which of these paths should prevail, the Times article noted. The nearly 80-foot waterfall and river helped establish the once-industrial city generations ago.
According to the Times, the more industrial-focused plan might rehabilitate the Colt Gun Mill, as well as stabilize other mills and historic ruins and offer educational programs.
