Ryan Joseph Decubellis, 19, of New Port Richey, was released on court summonses charging him with possession of marijuana, prescription pills, drug paraphernalia and an illegal weapon.

Officers Robert Fernandez and Skylar Cauceglia were conducting safety and security patrols of commercial properties along southbound Route 23 around 4:30 Wednesday when they spotted Decubellis's 2000 Honda Civic, Capt. Lauren Martin said Thursday.

"The exhaust appeared broken and loud along with other equipment violations," Martin said.

Approaching the car, the officers smelled burnt marijuana coming from inside, the captain said.

Besides the pot and the gun, Decubellis had two morphine pills and a marijuana roach, he said.
