Narcotics Bureau members staked out a pair of residences where 51-year-old Troy Kelley was known to live – one in Newark and the other on Sherman Avenue in Paterson, Sheriff Richard H. Berdnik said.
They’d busted Kelley with 370 glassines of heroin for sale during a traffic stop a month ago, after which a judge released him under New Jersey’s 2017 bail reform law.
Around 3:35 p.m. on Tuesday, the investigators followed Kelley’s black Honda Accord from Newark to Crosby Avenue and Ryerson Street in Paterson, where they said he sold a small batch of heroin to the driver of a Ford Focus identified as 32-year-old Kenneth R. Wood of Haledon.
Detectives pulled Wood over a short time later, seized 15 small folds of heroin from him and took him into custody, the sheriff said.
Their colleagues stopped Kelley, who was carrying nine more small envelopes of the drug, $920 in cash and a small amount of marijuana, he said.
A warranted search at the Newark apartment on Chelsea Avenue turned up the 4,750 folds, valued on the street at more than $15,000, along with the drug cash, Berdnik said.
Kelley was taken to the Passaic County Jail, where he remained held Wednesday pending a detention hearing on drug charges.
